It is just implemented really poorly. They tried to address the complaints from the people who did not like eureka. Those who liked Eureka still mainly like that content design better. Most those who didn't like eureka just do everything relic progression wise outside Bojza and never set foot in there. So they made a piece of content that most people don't like.... Also doesn't help that the gear and weapons from Bojza are so bad Ilvl wise atm crafted stuff just outclasses them so there is no draw for people to do the content outside vanity purposes or completionist.
They added xp to the fates in there to lvl uncapped jobs and it was suppose to be a draw to doing content in there, but xp wise it is slower then doing stuff outside the instance. Everything in there is just horribly unrewarding. Need to buff drop rates in there so progression is faster then spamming HW fates (Or nerf the fate drop rate by 75ish%), and they need to increase job xp to be the same rate that you got xp %/hr wise that you got in HoH and PotD in older expansions. There needs to be a reason to enter content. Or what happens is once people complete it story wise and progression wise they just do not do it anymore.
When they add the next tier people will enter it again to progress. But again you will only have a small window to do it before everyone stops again.
