Tonberry is usually the best option for Australians afaik, but it doesn't reduce ping enough to make a super substantial difference, I still can't double weave without clipping on there.
The issue could be fixed either on the programming side of things or opening more data centres, there's no way to know how practical it would be to fix it on the software end, and no way to know exactly how much money it would cost to host in Australia.
All we can really do is keep yelling into the void.
Yeah so you just make it so you can move houses and FCs during an initial period to encourage migration, plenty of Australians might stay because of established friendship groups with non-Australian players who won't migrate, but you only need a small portion of them to do it and you can fill up a server.
