In recent years the definition of Pay to Win has vastly changed. Now it's basically anything you can buy that gives you a gameplay advantage over other players.
This was done because developers would often put things in a game they wanted you to pay for behind a massive grind and then proclaim it's not pay to win because you "can" obtain it via gameplay. Examples would be like hey here's the fastest car in a racing game. Only $50 or win 50,000 races...
Or they'd deliberately drag out and extend a massive grind specifically so they could sell you time savers or battle boosters where you can earn triple xp for 24 hours and level up much faster.
There's other examples but basically anything that gives you a gameplay advantage is considered pay to win.
So FFXIV does actually have pay to win elements. The companion app, additional retainers, and job skips. All provide you with an advantage over other players. Thankfully they're pretty small for the most part but do fall under the banner of pay to win.
Does the OP even know the meaning of Pay to Win?
