No, it was Tanaka. He oversaw the initial release and made the conscious decision, or OK'd someone else's decision, to put a needless restriction on LS management options. It actually takes more time to create a function and then add restrictions to it. There's no reason for those restrictions to be there.
I'm almost sure development was largely outsourced to China (there are many clues that suggest this). Tanaka probably had little hands-on say on the development process, soon found himself knee deep in excrement, threw his hands up in the air and said, "oh well, let's roll with it".
We probably won't ever know the true and full story of FFXIV development because of how Japanese corporate society operates, however. Saving face is too important, so the truth mustn't ever come out. Just in case.
I had to do this to someone before the server merge. I promoted a few other members and had a man hunt to exile the player. Found him within 15 minutes from the help of others and kicked him. We are not small so reforming would've been damaging. Good luck... hope it's not who I think it is since they moved there :P
I fully support this request, and although there are many game deficiencies I can excuse, this isn't one of them, as it can affect the dynamic and health of a linkshell. This is especially important as in-game relationships are oft what keeps players returning to this crumby game.

A linkshell owner should be able to exile any member with impunity. Even if it is not technically possible (right now) when a GM or staff request is made by the owner to exile a player from a given linkshell it should be carried out and not treated just as an abuse report. It is the owner's right to moderate and control their linkshells as they see fit.

Even if there is no abuse. Falling out between linkshell members happens all the time. It would be in the greater interest and peace to not limit the range of moderation commands.
This is one of those threads that a DEV never actually replies to...
It's funny how many times the "give us linkshell administration options" issue came up
in this forum but nothing happened, just some *cricket* *cricket* *cricket*
