Which part? Filling WHM downtime at all, or the specific suggestions presented?

Let us work under the assumption that an Elemental healer isn't the reason that White mage has moved to Holy only offensive spells.
The structure of this kit is similar to Casino Black Mage, the ARR iteration before Eno-Chan came in.
Frankly, I'm not a fan. Wasn't a fan of Casino Mage at the time either, but yakno, Eno-Chan wasn't around to show me the way. Any Spam-> Proc system is just a combo system with extra steps that feel extra bad when you can't plan around it.
The Lily empowerment part can work.
Spend Lily -> Gain Empowered Spell use. Instant single, AoE DoT, Badonka AoE.
The out of game answer is, presumably, they streamlined aspects of it so they could give it to Geomancer or another concept. In game there isn't any particular reason they have to work the way they do, but there isn't any real reason they have to stick strictly with Conjurer-themed spells either. As for stopping it from adding Geomancer, I've never held that stance, but others do. Whether or not SE does is hard to read at this point. It's quite possible they just wanted White Mage to fit its traditional depictions more, or move it away from being opposite of Black.
I'm more than happy to glare spam on my downtime. Can always play AST if I wanted to buff the party.
If whm is going to be the pdps healer then it should have (in my opinion) the most complicated dps roation of the healers. Whm can't have the simplest heals and also have the simplest dps, unless they just want whm to have the lowest skill floor and skill ceiling, by far, in the game.
I propose using the stone-aero-water elemental aspect for WHM's DPS. A gauge that can be filled with those 3 elements and if all 3 elements are there, glare does more damage. it doesnt to be like RDM, just a simple 1 counter for each (like Samurai's). Aero = fill Aero gauge, Stone = fill Stone gauge, new water spell = fill Water gauge, then Glare.
Honestly, it kinda already does. I'm always lowkey self conscious AST/SCH are always juggling cards or their fairy stuff while weaving in gcd and ogcd and watching out their job gauges while I'm here like Glare, Glare, Glare, Glare, Glare ohh, incoming aoe! Rapture, Assize, Glare Glare Glare....
WHM is the tutorial healer, the only one of the 3 a brand new player has access to, but come on, by the time one reaches ~50 no job, regardless of role, should feel that easy.
I agree. This is also why I'm so puzzled every time someone suggests that when a healer rework comes, SCH should focus on dps with more DoTs, AST should focus on buffing the party with more card stuff, and WHM can become the pure healer so that those kind of players have a healer as well.
It is because WHM has the most straight-forward healing that it can get a more "complicated" dps "rotation". Not saying that SCH and AST should keep their one DoT, one spam spell type of boring dps. But because of how WHM healing works, it has the most potential to get a dps combo (or whatever, maybe something similar to DNC procs or so) without making it too complicated. WHM also has a lot of empty hotbar space compared to the other healers, so one more reason to give WHM more dps options.
