BRD also has Barrage to force proc their Straight Shot/Refulgent Arrow. Most of the rng jobs have ways to mitigate the rng to allow you to optimize your bursts when you need it.

Uh, no? The Acceleration update didn't do much to increase the number of guaranteed procs and it was not the main purpose of it. Rather, the change allows us to guarantee successive procs for buff windows. Sure it gives us 2 additional guaranteed procs per use, but the cool down was also doubled to mostly mitigate this.
Also, a one button system for Red Mage procs would not work since there are two procs that upgrade a single ability and you want to be able cast either one at your choice depending on your needs. And really, the base RDM rotation is 5 buttons with barely any oGCD to weave in at all. It doesn't need simplification by any stretch of the imagination.
Honestly, your suggestion would turn Bard into a one button job and you don't always want to use your proc immediately when it pops (e.g. buff windows) so it takes away that flexibility.
That's why I said mostly mitigated by the cooldown extension, but yes, I downplayed that aspect a bit to make a point that the main purpose and benefit of the change is to force consecutive procs. It frees up Embolden so we don't have to make a choice between selfish Embolden and buff window Embolden.
Isn’t bard still one of the most popular jobs in the game too? With all the rng hasn’t it almost always ranked high in job popularity through the community? They arent going to make that drastic of a change to a job that popular so yea. As others suggested, there’s plenty of non proc based jobs. Try em out you may find one you like.
Guaranteeing 3 procs guarantees that at least some if not all of our burst falls within Embolden when timed to line up with your party's buff windows. How much it lines up with your burst depends on whether it's an early or late buff window, but either way the guaranteed procs pushes our own burst earlier to allow overlap in either case. Before we had to rely on rng to get 100% of the procs to have that happen.
Reprise is used if you can't stand still and would lose a GCD, or in very specific balance overcap situations.
