Sadly I don't think they will improve the character creation any time soon.
I think the limitations the game has only allows for a few features to change like that. For viera and Elezen and lalafel it is our ears. For Miqo'te and Au'ra it is the tails. Hyur and roegydan are allowed different amounts of muscle. I wish we could get an upgraded engine for the game....we probably could but I doubt square enix will give the team money and time to do it.
Sometimes it feels like I'm the only one actually happy with the character customisation in the game.
Yes you could come up with a long list of additional features it would be nice to have.
Yes there are some annoying limitations. It's a game. It's not reality and it's never going to be the free-rein creativity of inventing a character in your mind.
All this doesn't make the character designs, or range of choice, inadequate to me.
I have seven characters with greatly different appearances that appeal to me; more than ten if you include retainers and unstarted characters. The art style is wonderful and I just love seeing them 'come alive' in the game.

It should be clear at this point that they aren't able to update the creator without a total overhaul. Maybe they genuinely looked into whether they could implement horn colour (or that beard people keep asking for) and concluded they can't. The character creator is a rigid template that they either can't or don't want to fix because it's too deeply embedded in the code.
Those limitations do not made it inadequate and in need of fixing.
And if they did put the time and effort into overhauling it and rebuilding every bit of code for character display and fixed every NPC to use the new-and-improved system...players would move onto complaining about the next thing they didn't think to add to the options, and how it's not good enough that we can't micromanage scale placement on Au Ra, or something.
Or just complain about how it's suddenly taking five times longer to load into a busy city, and the game isn't dealing with crowds as well as it used to.
