While of course there is only one way to tell EXACTLY how much damage he did, there are ways to tell if he is doing damage poorly. I can't begin to count how many healers I've seen just standing there doing nothing, using single target spells when there are 4+ mobs up, and the most annoying by far the White Mages spamming holy when only one or two mobs are there. Granted I don't kick them, but it is extraordinarily painful to watch. Even more so if you are sitting there watching your health go dangerously low and they are single targeting a mass mob when you could really be helping out more just by spamming heals.
That said without more info it is difficult to say where the vote kick was abused or not. If they truly were griefing and abusing a parser, then yes report away. We don't need those kind of people in game. However, as is the case with a lot of threads like these, there is always another side of the story that may not paint the OP as so innocent.

No matter if he did some damage or not enough, if team is stupido and eat all AOEs or tank just yolo spamming only 1-2-3 without any CD's, then healer will not be able to dps.
And kicking someone before the last boss is lame, if they were okay with him for the most of the run, why did they kicked him? OP should 100% report them.
This is dungeon content. If the OP was standing around not casting at all then I can see that but not at the last boss. That's pretty blatant griefing. The devs have made their intentions for what healers are supposed to do pretty clear. If the party was suffering from lack of DPS then its the DPS that should have been put under the microscope, not the healer--I enjoy nuking things as WHM just much as I do with BLM but if you didn't die (and/or we didnt wipe--and sometimes even if we did because you cant heal stupid) then job done.
As far as Superbolide goes...if I see someone's hp suddenly fall to 1, I just assume I'm going to have to raise them. If they don't die instantly, I'm pleasantly surprised and throw them a heal. Tanks have all manner of moves that let them survive such things and whether they use them responsibly or not is... Not that big of a deal to me...Especially in dungeon content. The Kick culture is getting ridiculous; a lot of this sort of behavior is just leftover butthurt from all the 'balancing'. If we could just ban all the people abusing PF for their stupid static/content selling ads instead of actually using it to look for likeminded players to run duties with, this issue would be greatly reduced.
Probably, but the GMs won't do anything without proof is what I'm saying.
Not enough players are using vote dismissal in my opinion. I routinely attempt to get single-target DPS kicked from lvl 60+ dungeons but the party rarely goes through with it.
DF would still be preferred due to convenience.
The policy? GMs are aware of it.
They'll check chat logs to see if there is any indication of griefing. One possibility is a party wants to kick someone but loot has yet to be rolled on.
I don't know if they take any action against it, but vote kicking without a proper reason is against the rules and can be reported.
