Some of the NPCs in ShB Hrothgar are actually turds. But, a lot of them are lovely fluffies.

Hrothgar players are probably cat people in RL, Always nice folks.

Unfortunately, "waifu" races (in this case, Miqo'te, Au Ra, and Viera) have a stereotype of being mostly played by socially-challenged "neckbeards".
The idea is that if you run into a female character in a skimpy outfit, it's likely a rude and slobbish guy who's playing it.
Of course that's just a stereotype. It doesn't necessarily explain why you've encountered rude "waifu" characters.
It could also be the fact that catgirls are so crazy popular and numerous that you're bound to run into many personality types. According to the June 2019 census, there were more catgirls than hyur girls, lalafell girls, elezen girls, and roegadyn girls combined! That's a lot of cat girls, which means all kinds of people play it; whereas other less popular races might appeal to certain smaller crowds.
I will say this though. The few female roegadyn players I met were all actually played by women. And roegadyn players (both men and women) that I've met have generally been polite and social.
But in the end, it's never good to generalize. There will always be exceptions.
Unfortunately I think this is just a case of a small population of players that play them, so statistically you're less likely to encounter rude people who are Hrothgar.
On the flip side, I met an extremely rude one in Dun Scaith yesterday. We wiped on the first boss (naturally) and when someone said the healers in other alliances needed to be rezzed and that's why it failed, and I said they wouldn't need to be rezzed if they just didn't die in the first place, so I was defending the other healers. It's kind of hard to die on that fight unless you're just not dodging the easily dodged mechanics. This guy flipped out and told me to stop complaining, that I was so negative, and super annoying. I hardly said anything. They then proceeded to explain mechanics after they happened and it was too late to react to them (oh and sometimes the advice was just "I forget this fight, so just kill this clown"), so I assume they were just fishing for praise or to be seen as some hero, and were only nice to people who sucked up to them.
Anyway, as nice as it would be to know all Hrothgar players are nice, that's not the case. There's just less Hrothgar players overall.
