The only way around the issue that i've seen is to focus target her, which does put the arrow above her head, which is extremely inconvenient as most people use that on bosses. Sadly marks don't work on her. The dumbest thing is when you try to manually target her SE already does the right thing and targets yourself with any heals you are using, so the only reason she doesn't show up in either case is to prevent fatfinger targeting her in the first place, whether via mouseover macros or manually moving up and down the party list.
The best solution I can see as a compromise is to set her as always greyed out on the party list while in combat and similarly display her name and tag greyed out over her head and disabling any way to target her during combat by making her body click-through and treat her as if she wasn't on the party list when selecting a target on there. Either one would be acceptable imo, but I'd prefer both for different reasons. Seeing her name on the field helps with identifying where to place her for mechanics quickly. Seeing her name in the party list makes it easier to determine if she's out of range in-between pulls. Both are issues, but which matters more to you can vary depending on the content you engage with the most.
