The reason people don't use it is because it took SE took way too long to fix the previous interface. People got tired of asking for it and eventually just forgot about it. I'd bet any amount of gil if it was addressed way back when it should have been you would see many more people using it today.
The shortened leveling curve plays a role in this as well. Most people are done leveling battle classes. There's just not as many newish players as there was when the game first launched (when they should have addressed this issue).
The only thing that will make the search feature useful now is a huge influx of new players.
This is off topic, but...
Get some decent gear, take your earth spell/spells and nuke the daylights out of cactuar west of horizon.
There is a group of lvl 20ish ones that you can probably chain. When those suck for xp, there is a high group of lvl 27-29 ones further west. I was doing the 27-29 ones last night on my 23 CNJ and i got 27 in a couple hours. You can easily get chain 4s.
Set the THM ability to cure yourself when you use your next attack spell, set the pugilist second wind and featherfoot ability and just earth, earth, earth.
I know it doesn't solve your party problem, but it is much faster xp than solo leves.
Either that or, SE could make it easier, say a one click flag and an easier to use search system, then bribe players for 2months with XP bonuses for people who group with party search or something...
Okay maybe that idea sucks, but there needs to be some sort of new motivation/reasoning for using the party search to get people interested again/accustomed to it.
How about letting the auto-translate function work in the search comment? I mean do they want JPs and NAs to play together or not?

If they made power leveling slower than an EXP party (I mean, it IS less work) then you would see a lot more people searching out EXP parties
I'm waiting for them to implement text commands for the party search, which is soon. Without text commands it was awful, I'm not an old person who has to click through menus in order to do something with a computer program, text commands are always better/quicker in my opinion. A /sea all, and such really is needed to help improve the usability of the search feature, at least in my opinion and many of the opinions of my friends.
