If I'm honest.
I don't even know what st.patricks day is for :x
I dont think theres a need for two irish holidays imho
We need vacation day event. Where its filled with lots of beach games and lets you surf.
The main difference is that the association of St. Patrick's Day with Ireland is still pretty strong, as it's traditionally been celebrated in the US by Irish immigrants as a way to celebrate their heritage. Halloween, in contrast, has roots in Celtic harvest festivals and tales blended with the Christian holiday of All Saint's Day and associated folk beliefs, and isn't usually held to celebrate Celtic culture. The explicit attachment to Irish culture is also probably partly why it hasn't been made an event in FFXIV; while it's becoming more popular to celebrate it in Japan, they don't exactly have a large Irish population for it to become that prominent, and the celebrations are much more recent. Halloween isn't massive over there either, but it's been growing since the late 2000s, which is long ago enough that it would be put up for consideration when they first started planning events.
Also, hynaku: we do have a beach-themed event already in the Moonfire Faire, which usually runs in August. I don't think we've had a surfing minigame yet or anything, but that's usually where that theme comes up.
