It's not about courage, it's about marketability and profit. They will go for whichever rating they think will bring the most profit.

Ive posted this before but theres plenty we could use:
An option to let an certain emotes play indefinitely
/drunk emote
/smoke emote
/sleep while sitting emote where you sit there and sleep, and not wake up
/sleep emote on any flat surface where you actually go into the sleeping emote
sitting emotes with weapons drawn - Such as polishing your samurai sword, or reading from your book as a scholar while seated
/eating emote while seated
/drinking emote while seated
More weapon stances for all weapons

Id also like to point out, FFXIV has a T rating, the same rating WoW has. You can get drunk in WoW. Claiming you cant do a drunk emote (and even a smoke emote) doesnt hold weight if we have T rated games that do both as it already is. Also, keep in mind that we see characters actually smoke in both games, and one of the housing items is a cigar. A lit one, gently smoldering. So yes, we could have one as far as I can tell, and no it shoudlnt change the games rating.
If they ignored the ESRB rating system the game would end up banned in every country that uses it. That's not how it works, not even remotely close.
Look, if you want to smoke, go do it in real life. It's not cool, it never has been, and never will be. It doesn't belong in the game, end of story.

If you don't like smoking then don't smoke. This is a video game. Digital characters having a cigarette isn't going to give you cancer. This is a fantasy game that has already established usage of tobacco and alcohol in its setting. Allowing players to use emotes to smoke or drink doesn't change anything ratings wise. You apparently missed the part where it says "Online interactions are not rated by the ESRB". Your opinion doesn't dictate what belongs in a game enjoyed by thousands of other people. You're entitled to your opinion but keep it at that. Its not a fact or some holy grail everyone else has to abide by.
As much as I abhor smoking irl, I have no moral issues with a smoking emote. We already have NPCs that smoke, as well as strong indicators that the players smoke, in the form of cigar and cigarette furnishings.
Fair point about the potential Ratings Board issues though.
What could definitely get around ratings issue is a /drunk emote, as long as you obfuscate it just a little bit. If it were just called /stupor and none of the flavor text outright said it was from being drunk, it could easily pass.
Come to think of it, our characters can literally consume alcohol by partaking of the Chilled Red and other alcoholic furnishings and meals, so maybe not fair point about the ratings board issues. If "kid" players can already drink in this game, why can't they smoke?
It depends on context though. Chilled red behaves like any other consumable food item in the game would; it gives your character buffs but otherwise does nothing. If it gave any sort of drunken effect, SE would probably have to consider rating and whether or not their fan base would generally consider it appropriate or take issue with it. Not saying that it couldn’t be done without issue though.
I've seen some things on the forum but this is the dumbest post I've ever read.
Do you understand how ratings work? Do you know anything about game development at all?
It's not about a "backbone", it's about laws. They give their game to a rating's board and the board gives them a rating based on the kind of content that's in it. If they include any kind of content that goes over the rating then they're subject to fines or even having the game pulled from sale.
