The main problem with WHM right now that doesn't need a rework of the job is it's DPS. It's about 1000 raid dps behind SCH and AST so that definitely needs to be looked at.

Were the Pagos nerfs detailed anywhere?

not until the patch notes are released.

They only stated Pagos would be nerfed again in the last live letter. But as DrWho stated those nerfs won't be detailed until the patch notes come out.
