HOA = Home Owners Association. Usually a group of people living in the same general area that dictate how houses in the area should be maintained with loose agreements. Leaders (and authority) are largely self-appointed. The usual goal of one is to keep property values in the area high. Especially in wealthy neighborhoods. You can probably see where this is going.

They are fairly infamous in that, as they are largely self-appointed, you get power tripping douchebags in most of them that are basically the embodiment of 'NO FUN ALLOWED' for the most frivolous of reasons. Like each house has to be painted a certain way, gardens have to be arranged in a certain manner, and so on. Really douchebaggy HOA leaders are known for siccing lawyers and police at neighbors doing something they don't like (or don't like them in general). And that's before you get into some HOAs being so infamous that it's an open secret that they'll vet whoever even moves into the damn area, and suddenly make the place as unappealing as possible the moment certain types of people start looking around for a new house in the area.

That said, anyone who has ever dealt with one knows the OP is being rather sarcastic about this.
