My best guess is that it's an "all or nothing" system that can't handle checking party completion status and whether to give a 'skippable' or 'non-skippable' version of the cutscene. If it's as simple as enter zone -> play cutscene and only one version of the cutscene exists in their system, they've had to switch out the previous programming for the auto-scrolling unskippable one and can't just send you to one or the other.
I particularly suspect this is the case because the 'old version' doesn't even exist in the cutscene viewer at the inn any more. It still auto-scrolls, although you can at least cancel playback instead of having to let it play all the way through.
