I think the issue could be that if you resized a chair to Lalafell proportions and then another character tries to sit on it (and if the game is unable to say "no you don't fit"), it might do very strange things with their sitting animation/pose? Everything you can sit on is a set height, and so the sitting poses are designed with that distance between the seat and floor in mind.
For me the problem furnishings are not the ones players sit or lie on. I take issue with tables, sideboards, counters, wardrobes, etc. None of these can be directly interacted with an emote.
I dislike the beds and seating being crazy huge for a small person but they're not too tall for them to conceivably climb onto, so I get over it.
In short, if I were to make a fix, it would exclude furnishings players interact with through emotes. So it wouldn't cause interaction issues for larger races.

To be honest, most of the things in the housing/apartment isn't even interactable unless you are the owner or tenent of the house.
I think it would be fair to have this system because there are so much other things that aren't just based for visitors.

I think everything in the game is set too large. My stove is so large even the skillet is too big for a Roe and ceilings in this game are much larger than necessary to accommodate the camera. In Ala Mhigo castle, the barriers meant to block our way could be walked through the gaps are so big. I love this game but it doesn't do scaling well.
I don't think technical concerns would be an issue with a furniture resizer. Everquest 2 has had the feature for 15 years and their code and servers are not exactly," state of the art".
