Literally everything starts from speaking to an NPC, chocobo was said to be just 3k seals exchanged but it turns out there are serial of many quests beforehand before you are able to purchase it. I believe there will be sone quests at least to tell us how the gobbue was tamed.

Problem, how do they stay on the thing?.........

Also, It's even more silly than I originally thought........ just saying(that's not a good thing).
