There's always Encyclopedia Eorzea, the lorebook they published a bit ago.

Midlanders are shown as poor and destitute because many of them come from the east or elsewhere. They're refugees and immigrants on a historical basis. Highlanders suffer a little more for it. But if you notice something about Eorzea, Elezen dominate Gridania and Ishgarde. Sea Wolves dominate Limsa. Dunefolk and Hellsguard dominate Uldah. Highlanders dominate Ala Mihgo. While Miquote, Plainsfolk, and Midlanders are sprinkled about. Well.. Midlanders do dominate a bit in Doma and Kugane, and are represented well everywhere else just not as prominently.
Um, no. Hyur and Elezen are equally prominent in Gridania. Limsa was founded by Plainsfolk and Sea Wolves and the fields of Vylbrand are farmed by Plainsfolk and Hyur. Ishgard is indeed dominated by Elezen but that's just the city. The surrounding areas, including Dravania are a mixed bag.
Except that's exactly the case with her character. In 1.0 they only had character models for male Highlanders.
As per the Encyclopaedia Eorzea, "Minfilia is a Highlander woman of twenty-seven years."
Instead of changing her to the female Highlander model introduced in 2.0 and have her suddenly look different, they left the model essentially the same (using the Midlander as a base) and gave her a new and unique outfit.
I still don't understand it .... they say she's a highlander but her body and face is midlander .. it is the face and size that makes her a midlander weather they began in mind as a highlander dosen't matter don't you see? it's like saying i'm white but i look black ... it's nuts ...
In some aspects - personality-wise they do tend to be prideful, have a preoccupation with tradition and history, like to relive past glories, and a tendency for pretentious speech. Depending on the mythos, that is generally right in there with what you normally see with Elves.
Cultures - they do have the more nature focused Wildwood, though that's more as a result of the way they have to live in the Shroud due to the Elementals and less an innate nature-loving trait (they were in fact given to living a pastoral life on the plains before the Hyur forced them out in centuries past). Throw in the city and military-minded Ishgardians and society/civilization eschewing Duskwight (though again that's more a result of circumstances that pushed all Elezen and Hyur in the Shroud underground for a time, and the Duskwights being the ones that really took to that style of living and felt betrayed when the others took to the forest again), and you kind of sort of have some Tolkien-esque flavor going on there (especially with the building of a grand city which brings to mind groups like the Noldor in that mythos).
Slender proportions and pointy ears checks off the Elven box as well.
Age? Not at all like other depictions of Elves. Elezen do live a little bit longer than the other races, but it's not by much (one-tenth to two-tenths longer, so less than twenty years longer on average).
What we're saying is she's a midlander in terms of a model, like if you choose a midlander you can make the looks identical to hers, but lore wise she's a Highlander. They didn't change her model from a midlander to a highlander so there in lies the confusion.
The only thing Highlander about Minfillia's character model are her breasts and her height. Like Merelwyb, Rauban, and Kan-E-Senna, She's a unique NPC and neither Midlander or Highlander can truly obtain her look using her outfit and the Aesthetician. She's kind of in a limbo between both clans, but is written as a Highlander, so she's a Highlander. :p
