Hey. Staff member of the RPC here. The forum former called "No Mod's Land" is actually one of our more enforced sections, oddly enough. User have to specifically opt-in with a manual group membership in a settings page that isn't immediately accessible in the User CP. From there, only users who have posted inside the section can be called out. In this sense, it's more locked down than someone having a massive tumblr rampage calling people out, linking [possibly fake] screenshots, or tagging people.

If someone is named who hasn't opted in/posted, the post[s] are removed and the involved users are moderated. It's a venting zone, just like any other social media. It's certainly got its issues, but it also fulfilled its purpose of keeping the main sections of the board primarily on topic with less shitposting and less drama. At this point, it's also been pretty dead aside from the standard shitpost that could otherwise exist in our Off-Topic board. It's also not planned to be migrated over to our new site layout, due out when we can finish some server work and coding.

If anything, I've found much worse words said in game, in linkshells, and on tumblr.
