It's a shame that trackers in general are incredibly unreliable. Not everyone bothers with them, and the ones that do don't even necessarily use the same ones. From back in the days when I actively participated in hunts, I know of five different trackers (and there's probably more out there as well).

I'm having the SAME problem, while I was catching up with quests, I saw both posted a lot of times on my FC/Shout chats, now that I have access to the area, I've never seen it posted.
Seems like everyone in my server already has the items, plus every time Ginko/Kinko are up, I find myself doing them alone in hopes to get the other FATE to spawn, I even go to Yanxia a few times between my MSQ progression to see if I can find the big FATE, but no luck yet.
They really need to make the spawn rates more accesible for this type of FATES, I'm having the same problem with the FATE that appears on Azys La that has Ultima flying around, getting those horns is proving to be more difficult than getting a relic weapon. D:

Oh, I agree, this is a nightmare too. And the Churning Mists chain isn't as rare, but it's just as onerous these days.
I actually got to Prey Online the other day, but it got called out around 15 minutes in, and not enough people showed up, so we ended up failing. :-(
As for Foxy Lady, I've spent most of today trying to spawn it, yet nothing.
There really needs to be a way to keep these relevant throughout the game's life or they need to be scaled back massively and made far more accessible.
Being epic/difficult/rare is great and all, but only if you can actually maintain enough bodies at these events. :-/
To keep it relevant, they would need to keep adding items that in some way would relate to the FATE.
I know in the Dravanian Forelands the Coeurelinga(or whatever her big moose-headed name is) - the FATE "Coeurls Chase Boys Chase Coeurls" gets a bunch of people when it is called out. I only did it recently, and we had a good 20+ people show up for it. I completed it on 6/25/2017, never before had I seen it. So later on, there will still be people who jump on the chance to do it(or to just help others).
I'd originally typed up a lot, discussing specifics of each world boss, but it got kind of wordy, so I'll summarize that the biggest issue right now is dead zones.
For the normal, elite fates (Never Say Daimyo, Verdofnir Devoteth, etc.) I'd say the issue actually is general apathy, but for the 'World Bosses', you actually do tend to get a decent showing... When they're called out...
For something like Odin or any of the CoeurlRegina FATEs, you've got a zone with at least a reasonable amount of foot-traffic, and the weather condition will tip off anyone in the zone.
With the Fox? No weather change, has preconditions to spawning, and sadly, Yanxia is already dead. 'Proto-Ultima' is similar in that Azys Lla is even MORE dead, and while there is weather for that FATE, it actually precedes it and only lasts for a short duration, so if someone DOES go there, they can easily miss it. And since spawn windows are a thing, you can't actively try to pursue either of these since there's no indication they actually can spawn
While I know people feel it would devalue these FATEs, having some sort of global notification that they're active would be a boon at this point.
For the normal elite FATEs? Those are the ones that need to be massively downscaled or re-incentivized.
