You can definitely get them from rod fishing! All the ones we have found so far should be listed in the spreadsheet on the Rod Fishing tab. It looks like I updated the zone pages and not the Rod Fishing tab... So they should be there now! Ctrl+F 'Map' and you should find em!Quote:

The market prohibited "Harutsuge Sprag" quest fish isn't the same as the fully-grown and endangered "Harutsuge." The "Harutsuge" can be sold on the market-board and put in an aquarium.

I've, personally, had no luck with this fish, using both Live Shrimp and Bream Lures for all weathers, and with and without snagging.
Fish Eyes doesn't do anything, and nothing can be mooched in this hole.

We had the same thing with another folklore fish in another zone and Fish Eyes is only able to be cast during the correct window. Just going to take a lot of trial and error.
