I don't think that is a running gag, but reused assets since they have already animated that man in that pose.

I'm pretty sure '3';; is supposed to be whistling nervously. the apostrophes are the eyes and the three is pursed lips. The semi colons are sweat droplets. No clue about >///>

Also, reusing assets doesn't mean it's not a running gag, because that's kinda what a running gag IS supposed to be, a joke that in one form or another keeps showing up.
