Except that the Frog is actually part of the Ninja folklore and... well... its a Japanese job in a Japanese game made in Japan by Japanese devs...
Rather than Senran Kagura or Naruto being the source, its more like they all took it from such sources. It simply isn't a coincidence :/
I didn't mean to imply that Senran Kagura or Naruto was the source of the Jiraiya legend, my point is that it's a rather comical addition to an otherwise faithful Final Fantasy iteration.

Seriously though the frog ain't that bad, its part of ninja folklore and its not like NOT having it would have stopped the Naruto jokes as it is. Not like our clothes are being ripped to shreads either...well except Hildy, he can be the Senran part I guess.

Few things:
1) More people like the Naruto series than those Anime Snobs who think anyone who watches it is trash. Thus, making a naruto-ish theme would probably bring about a lot of hype.
2) The above being true toads a ninja's go a long way back mainly do to toads and some frogs uses for making poisons. So having a group here isn't JUST because of Naruto though I do believe it is heavily influenced.
3)The snake, slug, and toad stories go back well into Japanese mythological stories. Naruto only copied these stories. I would think based on that fact that a snake and slug would be coming along over a fox. If they did a fox it would be totally because of Naruto (even though foxes are very important in Japanese myths as well). Even still WHO CARES.
4) Toads have been used to make poisons and medicines in many cultures and throughout history. So, since NIN and Rouge were originally meant to be poison wielders it makes since to have a toad in that since as well.
Toads were part of ninja magic lore... ninja would "transform" into toads, snakes, lizards and other small animals. They would use a blinding powder or smoke bomb and hide or escape leaving behind the animal. This was to promote their "supernatural" or abilities as a sorcerer.... because are you going to hire the guy who just comes with weapons or the guy with weapons AND magic?
Well, looking at the state of the NIN's GCDs on SB, I really hope they add in the future a double wielding dagger job more GCD intensive :/
