is there a way to play ffxiv on pc without buying game again?

Does the free version include a heavensward registration? Mine didn't.

No way to transfer the PS4 lisence to PC, But it shouldn't be too costly to rebuy the game and expansion these days...
Only subscription time and collector's edition bonuses are shared between platforms.

Valkyrie_Lenneth is correct. Is it intuitive or sensible? No. But this is Square Enix we're talking about here. They're known for their arcane account and billing procedures and interfaces.

I'm calling bull shit, I could walk up to any PlayStation with the game installed and put my account details in and start playing. As could you walk up to my PC as a PlayStation user and put your details in and start playing. How do I know? I did transfered from xbox360 in ffxi to PC, never bought the PC version. I've used a PS4, never paid for it just logged in. I have an account thus can use it

This is not XI and does not work the same way, you can only log in on the system you have a license for. Here image from mog statation

I have license for PC ARR (I have HW laying around just never input the code) and PS4 for ARR and HW.

I had PS3 license but when I upgrade to PS4 it moved my license to PS4 and removed my PS3 also notice that I do not have a license for Mac either so I would not be able to log in on PS3 or Mac and if in HW area would not be able to log in on PC until I moved my character out into a ARR zone using my PS4. Also I don't know why you mentioning xbox 360 as XIV never been on the 360.

targeting is the same

PC with controller = PS4 with controller
PC with mouse & keyboard = PS4 with mouse & keyboard

Right, i forgot that you could technically use keyboard and mouse combo on Ps4. I was thinking that it is very different targeting things with a keyboard and mouse combo as compared to a controller, but as yourself and another said that doesnt really matter when you can use both input types. \o/ I was not thinking much when I made that statement an i admit it was kinda dumb of me.
