Your pal must play at a quiet hour or something. I mostly play at 8pm ST onwards and PF is always full of parties for raids.

How active a server is can only be judged by the amount of players in the overworld and the number of parties in the pf (and even the pf is soon gonna be cross-server too).

Fair play, PF is also very full though. I have to queue to get online some days even. Earlier zones arn't very busy but the later ones and cities are usually full of players too.
