When PS3 store started up and my credit card wouldn't work. It turns out that not all Credit Cards have the same type of security/authorization and I had to order a card from a bank that would work. It turned out at the time several Canadian credit cards wouldn't work. Also at the time I lived in an apartment and after a lot of searching even after i got the right type of card I couldn't put my apt in billing address.
This is very late, but the upper post is correct. You need a type of card that has an extra step of authorization/security (I have a normal Japanese VISA card and it won't accept it either, lol). Your best bet is to buy 3000 webmoney points worth through another retailer and add them.
If I recall correctly, NicoNico's system specifically wants cards that have the 3-D Secure protocol enabled. This is implemented as "Verified By Visa", "MasterCard SecureCode", "American Express SafeKey", etc. It's typically not enabled unless you call Visa/MC/Amex and have them enable it.
