EDIT: Oh, you changed your vote. Cool. So I vote Shantotto. As a professor and frequen traveler of the rift, she is arguably one of the most intellgient and knowledgable of all Final Fantasy characters. She also might very well be strong enough to conquer Hydaelin. She never lost a battle after all. Plus she actually has plans to rule Hydaelin. She has a plan.
