Finding it hard to get anything done

Cerberus is an option as well if you can get on. Having a mix of everything and everyone hehe.

It's simple :

Shiva ~ German Players are more populated there
Moogle ~ More French Players
Odin / Cerberus ~ Focuses more on the Raid Scene (Party Finder, not Cross Duty Finder)
Zodiark ~ Expect to see a lot of New Players here

Ragnarok / Phoenix and Lich seem to be common with just a lower population though in the end, we all end up in the same Group and run some Duties anyway except if Players want to do Extreme Primals or Savage Runs.

To be honest more information is needed to know what the best server for you is. You're on a Japanese server already, so do you know how to speak Japanese? What languages do you know and what languages do you want to use in game? What country do you live in? Depending on the answers the best server for you will be different I think.

Ragnarok is the #1 server in active endgame players, has a vast raiding scene (even to the point where the only thing people know about it is that there was some sort of scandal with people getting paid in RL to transfer to monopolize the best players here..xD), and even if we talk about overall players, it is on par with Shiva, Odin and Moogle.

While, on the other hand, both Cerberus and Zodiark are less populated in comparison^^

Shiva and Odin are the main (unofficial) "German" servers, Lich also has many.
I know we have quite a few French people on Ragnarok, although I mainly meet them in df and rarely on the actual server, so maybe that has gone down a bit or they just like to stick to themselves?

Odin is a mix of everything but mainly english speaking....
I have yet to find people spamming on german in shout or in pf

I think that's mainly because of what MeiUshu explained last page :)
Many different languages in Europe + everyone learning English from a very young age = main communication on the server is in English, no matter where people come from.
That's probably also the reason why I rarely see non-English communication despite the higher amount of French people^^

Cerby certainly isn't less populated - it's hard to make chars on it as it's a lot of the time locked to char creation.
