I thought I read somewhere that the empire is summoning meteor.

Incorrect.

According to in-game dialogue, the Empire is actually trying to STOP it. But they want all the city states to subvert to their rule, which we ain't havin.

Oh didn't realize that yet...interesting. So since we won't subdue to them (whatever that means) they plan to let a giant meteor kill (presumbly) everyone, including themselves? Seems like a strange response, what am I missing?

they didn't have the Massive Aetherite to load onto a rocket to launch at it. there all too well guarded by the city states.

Yep, moon will smack into us (no you can't slow down time or go back in time and no, there are no savior giants this time) and will likely revert the landscape over x period, and of course we survive and the NPCs we know and love survive.

Because everyone fits on the ark in Mor Dhona and the Leviathan wrapped around it awakens and flies people into space while the moon crushes Eorzea. The Empire wants the free states under Imperial rule. The free states don't want this. The Empire is trying to stop Meteor, but with all the fighting between the free states, the beastmen tribes and the empire, there isn't much getting done.
