Tank role followed by the Healer role is the least played role in mmorpgs, so when players queue up for a dungeon, the DPS (most played role) will have a harder time finding a group to join.
In short, we have too many DPS players.

One could also say that there are less 'players' in circulations as compared to other games since you can do everything as one character, which also makes it harder getting people for a free company when recruiting. But all in all, regardless of any game with a queue system, dps will always be the most played and really rarely but 'in need' unless its super old content or a new tank/healer class was released.
Over looking the simple math that there are less tank slots for a df party means they are weighed heavier in the in need calculation, only real competition is healers. Tanks are not as rare as people would think as far as df content goes. Irony is because people are more used to using tanks in party to get fast queues it works backward for void ark and tanks need 2+ dps for faster queues, as there is an excess of them vs available party slots in queue, healers still make out pretty good in there though.
I have seen need dps in df. I think alot of people are running as tank so they can get their poetics faster from the daily lvl 50 dungeon.
I have seen some DPS Trail Roulette presently, And the second I do. I switch from my Warrior to my DPS job.... Only to wait in queue for 10+ mins because every other tank out there got the same idea.
The only reason I play tank as my main. God knows I don't care for the job is because I hate wasting my time in queues more.
If they had a pause queue I would play the jobs I enjoy.
