?? You can undersize any of the EX primals from ARR.

They are asking after the hard mode drop, not the ex mode drop. Dev confirmed that the hard mode item will not drop running undersized. Therefore, Ifrit (HM) cannot be undersized for the drops. Which is what I believe that comment was about.
