That's my assumption as well. The name "Doomtrain" wouldn't really fit well with the other Primal names (also, who would worship a train).

Have you done the quest "A World Away" yet, Mike? If not, do it. If so, go talk to that bard again. Either way, wander around the place you go for a while, paying particular attention to NPC conversation (including what non-interactive NPCs say). :)

It's kinda a stretch, but maybe Nero summons it, say as an attempt to create a Garlean controlled primal out of a magitec device? We haven't seen him for awhile, he's gotta be up to something pesky.
Would Nero even be capable of summoning it? We know pure-blood Garleans can't use magic...
Plus, Garleans kinda really hate Primals... unless they acquire Allagan tech that is capable of capturing them.
Well Primals don't need to be worshipped to be summoned but

they need to have a strong enough belief to be given a form as it was revealed in 3.0.
Worshipping is just a method to provide a strong enough belief to provide the form for the Primal to take on since Primals are nothing more than figments of Imagination given solid form by the Aether resonating with a beings belief.
Anything will do as long it provides a strong belief with Alexander being a example. Alexander is not worshipped by the Goblins as a God but instead is seen as a tool for their goals. Their belief for a Utopia gave Alexander his form after leaning about Alexander's design in a Engima Codex.
So if a something like a Ghost Story about Doom train was to be strongly believed while having a large amount of Aether near by the Doom Train may gain his form and manifest into Eorzea.
Just a couple more thoughts about the Nero idea: After his time in the World of Darkness, it's not hard to believe that he's different than he was before. He might even be possessed and merely be a carrier for the spirit of something he picked up while trapped there...
And then there was his "Primal energy scout meter" thing, that mysteriously started beeping after he discarded it....must have been picking up something...hmmm
I'm not super in love with the whole idea, but it is fun to speculate...
