I've always found the healer LB's to be lackluster in general. Back when bards had the healing LB, I used to try to raise my bard so he could pop the LB3 for me instead, simply because I wouldn't get any MP otherwise. Something is wrong if your ideal situation is getting a DPS to pop the healing LB.
Also, I've only found LB1/LB2 useful a total of twice over my entire time playing this game. They are just lackluster for how big of a resource cost goes into using them. Especially LB1 - a 33% party heal is not really much better than a medica.
Here's sorta what I'd like to see:
LB1: Restores 100% HP to the entire party including the caster. No MP restored
LB2: Restores 100% HP and 50% MP to the entire party including the caster.
LB3: Restores 100% HP and MP to the entire party including the caster. Additional effects: Raise.
Maybe this is too powerful, but it's my thoughts at least. I don't think a 100% heal is overpowered considering that you sacrifice using the DPS LB to use it.
