Not to mention that dx12 was designed to further distribute the workload across the whole video card, freeing up CPU resources, thus lowering the minimum CPU requirement for games to achieve the same or better quality as dx11.

I noticed this too via making a new character and the water didn't look any different in the opening cutscene that this screenshot was taken.
