Sure they can complain. But they are not exactly 'owed' a reply as they have not been charged for anything at this point. Steam and PSN are one of those distribution systems that while they help with exposure and generate them revenue it's not exactly a pain free happy union. Both take a chunk of sales. Valve most likely takes part of the sub fee since their version can be paid through steam. And if the in game micro transactions (mogstation) work like other games on steam they even get a cut of those. This is part of the problem of why steam clients/non steam clients can't mix. SE would incur a steam tax upon what was previously all theirs.
