I did read a theory that Gaius never died and is actually Ilberd. I thought it was a bit out there until the fight. The way Ilberd fights is very reminiscent of Gaius.

I don't understand why people think Ilberd is Gaius.
Gaius helped take care of Cid growing up. Ilberd grew up with Raubahn
I honestly think Gaius lived and is biding his time to show back up when we least expect it (As all great villains do). Me personally, I think Gaius wound up as Lahabrea's new host. We kicked him out of Thancred's body, then blew up the Pretorium and Ultima with it, and Gaius' body was just ripe for the picking since he needed a new vessel any way. And before the "Body type" thing comes up, lets not forget that we have never seen Gaius with out armor. We don't even know what his face looks like let alone the rest of him so how would we know even if we did unmask Lahabrea again?

1) What's to say, if the Garleans pay the Monetarists enough, that getting that foothold and an imminent attack is exactly what the Monetarists want?
As far as the other two leaders, if anyone thinks they aren't in league with the Scions, they aren't paying attention.
2) Martial law. Anyone who doesn't move on the WoL probably dies at the hands of the Monetarists.

4) I don't know which is the bigger mistake: The Crystal Braves not killing Alphinaud (as the WoL's one remaining ally) or Ilberd not executing Raubahn.
6) Rowena is fleeing to Ishgard in 3.0.
I believe that so unavoidable that it's almost certainly the desired result of all of this.
