Some people think NPCs are barely affected by the Random rule because their card collections are so small. This is untrue. NPCs are actually completely unaffected by the Random rule. They ignore it entirely. Try playing someone with Random and Order both active. You'll see what I mean.
Random is like the NPC is completely cheating.
Chaos and Order rules sucks too.
