I don't see a problem with it on the system level, which is why I really don't think it'd be a bad thing to have. I do however, doubt the integrity of fellow players. We see it time and time again, complaining endlessly that queues take too long, that SE needs to do something about it, that said content is dying, that it takes too long to get something clearly intended to take at least a month, etc etc. Regardless of how wrong much of those complaints would be, they're still complaining and will likely get attention for their whining. You ever receive criticism from your peers? If so, how much attention do you pay towards negative feedback (regardless of how stupid of a comment some of those may be) compared to any larger amount of positive? Chances are, you're gonna feel more stress from the few negative than you will from the larger positive.
Either way, whatever the devs feel works best for them in this case, it's sound reasoning. It's fine they add it in, or if they don't for reasons. Keep in mind though, you can currently form parties with players if you want to really do that. I played with FC members in Open (since I was the highest rating before breeding the bird). It was fun and very easy obviously lol. No reason you can't try to do the same with /shout or PF, FC, LS, etc.
