Generally only turned in hq items when they were reasonably priced on the mb. What I did was eat food, use the GC exp buff, and hit up those Leves. Also find the highest level item you can gather and gather up that(if leves are unavailable). The first time you gather an item there's a 1 time exp buff as well.

HQ daily GC turn ins give great exp too, especially when they are on bonus.

Still working on it myself but I got to ~45 very quickly using:
HQ GC provision turn-ins
30% XP Bonus Leves
Gathering food XP buff

When Leves get too "grindy" check the Mining Guild quests. You'll need to get HQ items from nodes from a different location.
