not true at all.... i run the game with 40 fps everywhere, it isnt my card. the game has too many textures in useless places causing too much rendering on the card. ive downclocked my card as far as it can go and i still get 40 fps but 85+ degree temps, causing artifacts. Friend of mine has a 500$ gpu and he turns the game off every 2 hours just to let it cooldown... and he has dust filters.
Your card for one is just hardly past the minimum system requirements. Shiny GTS 250 name is hiding a 9800 heart. As stated above by other posters all you can hope for if you are bent on not replacing it, is to clean it and put new themal compound on it as well as check your systems air flow. The game is hardly even a beta state it has it's issues but even then it's easy to get around in your situation with a $100 or less upgrade. I've posted before I run on two diffrent machines one with 2x 460 sli and a machine with a 580 with my house normally about 25-29c I don't see either systems GPU temps go above 75c.
what the bloody hell dont you understand. 9800s ran hot, period. and my fps is above 40 at average. THERE ARE PEOPLE WITH 500 DOLLAR GFX CARDS WITH THE SAME PROBLEM. polygon counts are way too high, im not here to seek your help because you are saying stuff that doesnt even matter, im trying to let devs know they need to tone down polygons in all regions.
try positioning yourself against a rock and seeing through the ground all the water that is MOVING that the card has to render while rendering texture on the mainland. most games dont have moving water underneath the ground, they're pure black or nothing.
For one your OP was your card is over heating. Second I do have a $500+ card system myself as stated in my last post with no heat issues at all. So either just close out this thread of stupidity, or listen to people who have been telling you why you are over heating.

2 of my friends have 400+ dollar gpus and have the same problems i do, if they dont consistently have the fan at 100% we get artifacts, even when downclocking it. so take your asshole attitude elsewhere, and get mommy to buy you some manners with her credit card next time, because youre not special, tons of people have this problem. because guess what. THE GAME IS NOT OPTIMIZED.
and just for the record, it only happens in certain regions. if im in gridania i get no overheating at all, guess its cause my card is a pos. or maybe because certain regions are not optimized? if you have 0 fps lag and your card is overheating its an optimization problem, the gpu is not even working at 100%.
so please take your awful computer knowledge elsewhere and stop trolling.

This game is really not Optimized I have a 3870 it Run Beta1 o.o ya ok it did not even run the game that good. Release it run pretty good Nov 2010 update 60fps outside 40 inside 1.17 o.o ya ok i was back up to 80-90c like i was around release i can't play the game like that i used to run the game at 75C without issue 1.18 it went back to ok. So i don't know what SE doing every update that mess up some video cards.
I give my 3870 to my GF and i run a 450 and i run at 75C with DOF and high setting without issue and that cost me 90$ish. So too the OP your video card is low end you should at least update to a 450gts or 460.
Yeah I don't think one reply to the OP stated the game was optimized or not even. Checked over the whole thread, and several post just trying to give OP ways to lower heat with the old card they have. The game needs work no denying that, but to straight out blind rage at people because you don't like hearing to fix the issue now and in future spend a little money and upgrade is just unnecessary.
Also before I leave this thread I'd say go with the 460 like you said for $100 or less in some places it really is the best bang for the buck and will easily handle a generation or two more of games.
