I just often wish we could hand out more comms. I've had a number of parties in which the tank was stellar, the healer was stellar, the dps was stellar... and I wish I could let each one of them know.
Or make it so the comm screen pops into the middle of the screen and a person has to commend (give a 'none' option too... I've had those parties as well) in order to leave dungeon. /shrugs (lol. It's my idea and I'm not even sure I like it. xD )
Like others have said, the Low Level DR rewards are too low for the potential time and frustration. Maybe add a commendation-only glamour shop where you can buy exclusive stuff with comm points. (Would people then go and farm for commendations? Frustratingly yes. But there will always be people like this. Not much you can do. :/ Kind of like win trading in pvp to get gear... eventually they'll get bored.)
