I very like your achievement suggestion, however, I think it should be for watering but not fertilizing. ^^;
I think achievements for saving others' dying plant also interesting.

For fertilizing - NO -
For Tending - YES - we should reward ppl who are able to spot dying plants (bluish colour), and tend them. By doing this, it will encourage people to help each others out. -

I think this would be a good idea if it were tweaked a little bit.
Lets say if after you plant something in your garden you could choose individually which plant someone else could fertilize.
For example lets say you have 8 plants planted, half are long time growers that you are crossing with faster growers and you wouldn't mind the faster growers being cycled through quicker. You could set plants 2,4,6 & 8 to allow outside fertilization. Then it should be set up so a neighbor can only fertilize all the plants you allowed at onetime.
So someone cant come along and only fertilize 1 of the 4 plants you have selected. They would have to fertilize all 4 or none at all.
They could make it so its all one action attached to the plaque outside the house. Something along the lines of select the plaque, select fertilize garden then it would tell you how many fish meals you would need to complete the fertilization. It could even let you leave a note for them. You could tell them hey neighbor I fertilized your garden have a great day:) -
