To answer the OP's question - Rowena should dress however she'd like, though I wouldn't be opposed to more skin.

Rowena, if you choose to wear nothing at all, I want you to know that there's nothing wrong or shameful about your body, being proud of it or using it for its' intended purpose. My only request is that you please keep plenty of hand sanitizer at your counter.

I agree. I don't think slutty is the correct word to describe this situation. Revealing, provocative, suggestive, etc. Nothing wrong with that IRL or in game as far as I'm concerned.
