About garuda she was first seen into FF11, but well don't forget that the game at the start was under Tanaka control and he was from FF11, a lot of the work on Garuda was already done probably then they have use her. outside this, if you look at all the trial added, they are the most know and present of the summons (will not count FF14):
- ifrit : 8 games
- Titan: 6 games
- Ramuh: 7 games
- Shiva: 10 games
- Leviathan: 8 games
some of this number can be almost doubled with the game not mainstream, like the FF7 crisis core, FF12 revenant wing, FFT,....

Fenrir is a minor summon in FF along with siren and diablos. Don't know why people complain about them. They are in the game have their own unique dungeons assigned to them and have story behind them. Not everything needs to be a trial.

He was only in three out of al lthe installments of the series and never a huge player. Diablos and Siren have a greater presence and they are just bosses in a dungeon too. But don't fret, there are plenty more summons for them to put in.

The six elemental primals in FFXIV are based entirely on the same set from FFXI. Is it really any surprise that people are disappointed to find others of XI's summons have been relegated to the trash heap of pathetically weak dungeon bosses when the entire pantheon of primals in this game is a direct lift from XI in the first place?
It's just sad to see the likes of Fenrir and Diabolos as inferior shadows of their other incarnations. I only hope this won't be the last we see of them. I'd like to think that Fenrir will be linked to Odin's story in some way and that Diabolos being a voidsent will be able to return later on. -

FF has no summon that is considered the wind summon, so garuda is as good a choice as any
