No Sony doesn't prohibit, the more apps the better, the PS VITA has Skype for example.
I just hope Skype app arrives soon on PS4 (Microsoft and Sony said they would like it to happen). Or maybe google will come and step in.

I did play, mumble on laptop and Party on PS4 to make the link between PS4/PC players. You have to set everything to be comfortable.

I have Mumble, TeamSpeak, Ventrilo and Skype on Android Phone and play on Ps4... no problems here.
