As others have said, this is extremely misleading. "in certain instances" implies there are likely to be defined instances when it would lower. Such as the line following it stating the 300 point max.
It isn't in "certain instances" it's "randomly".

Yoshi seems to disagree, as per his interview here with 4Gamer. Specifically..

I can't help thinking that maybe there's been some sort of miscommunication/misunderstanding somewhere between players and mods or mods and devs, that what we're talking about is a different thing to what they're talking about. That Yoshi comment quote kinda cements that idea. I really don't think it's working as intended UNTIL you get to (or even near) the 300 cap...
And can someone please move this thread to the right area? It's bugging me that the people this relates to the most won't see it unless they check the dev tracker... >_>
Thank you, I have dyspraxia, which comes with a reading disorder, and i completely understood it and was more confused as to why others didn't. Turns out my dyspraxia wasn't turned on at the moment :P. Besides the patch notes there are the tool tips that are un game, i believe they mention something like this.

There's no deliberate locking system but.... I can only ask people try out different ideas.

I agree if this is working as intended it needs to be changed and the wording should have been clearer kuz it's very misleading.
The way I understand the patch note info:
You gain skill points for desynthing, that much is common knowledge.
Whilst working on a particular skill, you may also experience other skills going down. This is the random loss you are seeing.
When the combined total is at 300, then you will experience other skills going down.
The difference lies in the may and the will parts. One implies a chance of seeing the downlevel, the other implies a guarantee of seeing the downleve.
Everyone is claiming that the whole skill point loss thing is misleading..
