Because once you're level 13, you can do leves at the r20 camp. Here's the Lodestone post on it.

What Sav is saying is true for local leves. You can start doing r20 crafting leves at level 15. But for regional leves -- like Battlecraft leves -- you can do r20 leves at level 13.

1.18 changed it to 5 ranks below, for example, you must be R15 to get R20 leves
