006# Is 23-40, top left of the square if you are looking at the map. On a rock. You should be able to see the port and the lighthouse below. Need to fish? Also may need windy.
009# Is the Tanner guild. Need to perform a difficult jump on the thing on the right wall. Need cloudy weather?

#11 (21,21) right by the aetheryte. must /sit on the stump on the far left from Margeria.
I'm guessing /doze on clear weather during the day, but that combination hasn't happened yet.

10 is at the Apkallu fall, needs night and clear sky, be on the lamp and then /lookout.

#5 is at La Thagran Checkpoint 25,27 you have to stand on the southen part of wooden fence that looks down onto the npcs and fires possibly need overcast weather

Weather is probably important for all of them, even if unspecified. 14, 15, AND 19 don't appear to work when overcast.
