No, he's presumably just a random adventurer/sellsword down on his luck who is just drowning his sorrows (judging by the empty bottles on the table next to him), hence why he tells you to "let him be" if you go near him. I still remember the stir he caused back in the Alpha test as he was literally the first male miqo'te of either clan players got to see (the Coruel King FATE didn't exist at that stage because the Alpha didn't have FATEs).
Male miqo'te were long stated as being stubbornly independent and transient and hence this was the reason given as to their rarity (that and like their mithra brothers in FFXI, were often kept by the ladies of the tribe for breeding purposes ;)). It just so happens this independent streak goes well with adventuring, given that adventurers are free-spirited and go where-ever they wish, thus the fact there are probably more male miqo'te as player adventurers than npcs in other professions. But I digress...
